The report exposed serious gaps in the regulation of infant formula in the United States, revealing that manufacturers' claims of compliance did not match testing results and that some products lacked required ingredients. The investigation documented severe health consequences for children and helped prompt mandatory regulatory changes in infant formula production.

From 1995 to 1997, Mr. Fager served as an education columnist for the New York Daily News, where he wrote about the challenges and opportunities facing New York City schools. Earlier, from 1990 to 1995, he served as director of communications for the New York City Department of Consumer and Worker Protection, helping shape public messaging and advocacy around consumer rights and worker protections.
Mr. Fager's academic background includes a Bachelor of Arts in American studies from Yale University in 1966 and a Doctor of Jurisprudence in public policy from New York University School of Law in 1971. He chose NYU Law in part because of its integration of internship opportunities with classroom study, reflecting his belief that real-world experience should inform public policy and professional work.
Beyond his career, Mr. Fager has been active with NYC VISTA, first serving as a volunteer in 1965 and later remaining involved in education and youth engagement. He has also served as a parent leader in New York City schools and is affiliated with the Teachers Union and the Writers Guild.
Mr. Fager attributes his success to the values instilled by his parents during his upbringing on Long Island. His mother, a physician active in abortion rights advocacy, and his father helped provide a foundation of social responsibility, independence and perseverance.
