Gateway Cities Region reduces Homelessness by 21% in Southeast Los Angeles County

PARAMOUNT, CA / ACCESS Newswire / June 4, 2026 / Gateway Cities Council of Governments (Gateway Cities), has seen a continuous and significant decline in homelessness across Southeast Los Angeles County. According to homelessness counts conducted by the Los Angeles Homeless Services Authority (LAHSA), the number of homeless individuals in Gateway Cities decreased from 6,282 in 2024 to 4,964 in 2025, representing a reduction of 1,318 homeless individuals in the region.

"These strong outcomes demonstrate the effectiveness of Gateway Cities' balanced strategy integrating street outreach, shelter access, housing navigation, mental health services, and training/employment assistance," said Frank Garcia, President of the Gateway Cities Board of Directors and Maywood City Councilmember. "By working collaboratively and creatively, we help individuals transition from homelessness toward stability and self-sufficiency."

Additional findings from the 2025 count also showed:

  • A reduction of 52 Transitional-Aged Youth (Former Foster Youth) experiencing homelessness.

  • A decrease in the number of 45 of homeless individuals experiencing mental health challenges.

  • A reduction of 471 individuals identified as substance users.

Continuing wholistic efforts from Gateway Cities programs that provide housing, training/employment, outreach, and shelter services engaged 950 unduplicated persons experiencing homelessness (PEH) throughout the region from January 2025 through April 2026.

Of the 950 individuals served:

  • 179 homeless individuals were successfully placed into permanent housing and secured lease agreements.

  • 530 individuals were placed into various shelter programs.

  • 74 individuals obtained employment through the Home-to-Employment Program.

Note: Homeless count figures reflect city-only raw data, including sheltered and unsheltered populations, as well as individuals living in vehicles, tents, and makeshift dwellings. Of the member Gateway Cities, data for Long Beach and Montebello were not included in this analysis.
