WEIMAR, TX / ACCESS Newswire / May 14, 2026 / The City of Weimar has partnered with E3 Entegral Solutions, Inc. (E3) to implement a comprehensive water quality improvement program utilizing BiCARBUS®, an NSF/ANSI/CAN Standard 60 certified technology designed to enhance disinfection and remove biomineralized scale throughout municipal water distribution systems.
The BiCARBUS program began approximately four to five weeks ago and is currently in the initial "clean-out" phase. During this phase, the solution circulates through the distribution system, breaking down accumulated mineral scale and disrupting bacterial colonies that can reduce disinfection effectiveness and impact water clarity.
Early performance results have exceeded expectations, particularly in customer service impacts. Historically, the City averaged approximately five customer complaints per week related to water quality, often requiring staff to perform system flushing. Since implementing BiCARBUS, the City has received only one complaint over a six-week period, a reduction of approximately 98% in customer calls.
"This has been a noticeable improvement for both our customers and our operations team," said Public Works Manager Michael Beyette. "The reduction in complaint calls and required flushing has significantly lowered the demand on our staff. The manpower savings alone have effectively offset the cost of the BiCARBUS program."
The single complaint recorded during this period occurred during a scheduled system flush, an expected condition associated with the removal of built-up deposits during the clean-out phase.
BiCARBUS is a neutral pH sodium hypochlorite-based solution engineered to complement standard chlorination practices. It improves disinfectant efficiency, strengthens residual levels, and removes bacterial scale buildup across the entire distribution channel without increasing corrosion or introducing harmful byproducts.
Mineral scale and biofilm formation within aging infrastructure can shield bacteria from disinfectants, contribute to discoloration, and increase operational costs. By addressing these underlying conditions, BiCARBUS restores system performance and supports long-term water quality stability across the system.
A Proven Approach, Rooted in Weimar
The city-wide program builds on a successful BiCARBUS pilot conducted earlier in Weimar, in which E3 restored Water Well #9, a municipal well that had been taken offline due to severe discoloration, foul odor, and taste issues consistent with microbial contamination and mineral scale buildup. Using a controlled Oxidation Reduction Potential treatment with BiCARBUS, E3 eliminated biofilm and scale from inside the well without aggressive chemical intervention or costly well replacement. Field monitoring confirmed measurable improvements in disinfecting strength, dissolved solids, and conductivity throughout the treatment process. The before-and-after results were striking, as the images below illustrate.
That pilot demonstrated what the technology could accomplish. The current distribution system program extends the same approach citywide, targeting the accumulated scale and biofilm that can compromise water quality throughout the entire delivery network.
The technology has been studied in collaboration with the University of Houston and is approved for use by the Texas Commission on Environmental Quality (TCEQ).
"BiCARBUS is designed to clean distribution systems from the inside out," said Larry Jones, Municipal Business Development Team Lead for E3 Entegral Solutions, "as the clean-out phase progresses, municipalities typically see continued improvements in water clarity, disinfection performance, and overall system reliability. Weimar's early results are a strong example of that performance."
E3 Entegral Solutions specializes in delivering turnkey infrastructure upgrades for municipalities, with a focus on water, wastewater, and energy-efficient systems. The company partners with cities across Texas to implement performance-based solutions that improve infrastructure reliability while minimizing upfront capital requirements.
